Elements and Performance Criteria

1. Plan and prepare for storage, handling and transport of explosives
   • Obtain, interpret, confirm and clarify work instructions
   • Access, interpret and apply explosives documentation
   • Identify, manage and report potential hazards, risks and environmental issues according to legislative and site requirements
   • Select and wear personal protective equipment according to site requirements
   • Obtain and interpret emergency procedures and confirm steps required to respond to emergencies
   • Identify explosives and accessories according to job requirements
   • Classify explosives according to statutory criteria
   • Apply safe handling procedures and precautions according to legislative and site requirements
2. Access and manage explosives storage
   • Gain access to magazine as authorised person according to legislative and site requirements
   • Maintain compliance requirements for signage, construction, safety and security of magazines, storage limits according to legislative and site requirements
   • Obtain and despatch explosives and record transfers indicating type and identity of recipient
   • Segregate explosives and accessories according to type in magazines
   • Confirm rotation of explosives in magazine according to site requirements
   • Restrict access to store to authorised persons according to legislative requirements
   • Maintain stock records and report discrepancies according to legislative and site requirements
   • Conduct housekeeping of magazine according to site requirements
   • Complete required documentation and reports according to site requirements
   • Pass on explosives stock and storage information according to site requirements
3. Prepare to transport explosives
   • Obtain orders and confirm authority of recipient to possess explosives
   • Select explosives and accessories according to shot plan
   • Conduct and record results of pre-start check on explosives transport vehicle and confirm presence and operability of relevant safety equipment
   • Carry out vehicle start-up procedures according to manufacturer specifications and site requirements
   • Display signs on vehicles according to legislative requirements and confirm sign legibility
   • Load vehicle according to separation and segregation requirements
   • Identify and prepare emergency procedures according to site requirements
   • Communicate explosives movements directions
   • Transport explosives and accessories separately in approved and secured containers
   • Transport explosives and accessories to designated location using designated route
   • Apply secure and safe driving conventions
   • Check delivery site is suited to explosives storage and that consignment is not left unattended
   • Implement emergency procedures to confirm safety of personnel and site
   • Return surplus explosives to magazine according to job and site requirements
   • Complete documentation and reports according to site requirements

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

store, handle and transport explosives in underground coal mines on at least two occasions, including:

planning and preparing to handle and transport explosives

receiving and despatching explosives

segregating explosives and accessories

completing rotation of explosives in magazine

maintaining stock records and report discrepancies

selecting explosives and accessories according to shot plan

storing; handling and transporting explosives

accessing and managing explosives storage

implementing required signage.

During the above, the candidate must:

locate and apply relevant documentation and procedures and confirm work activity is compliant.
